J&K Govt Notifies Revised Ex-Gratia Relief for Victims of L&O Disturbances

Srinagar: The Jammu and Kashmir administration on Wednesday issued a fresh, consolidated framework for ex-gratia relief to individuals affected by law-and-order disturbances, significantly revising compensation norms across multiple categories of victims.

The order, issued by the General Administration Department under No. 1716-JK(GAD) of 2025, supersedes earlier instructions and brings all relief measures under the Security Related Expenditure (SRE) mechanism into a single, standardised structure.

According to the notification, a copy of which lies with GNS, the revised compensation covers magistrates, police personnel, CAPF jawans, defence forces personnel, government employees, civilians and others who may suffer death, disability or property loss arising out of conflict-related incidents.

For Magistrates killed in the line of duty will receive an ex-gratia of ₹2 lakh, while the families of police personnel and Special Police Officers (SPOs) are entitled to ₹5 lakh. Deaths occurring during SRE operations attract ₹2 lakh. The order also prescribes ₹75,000 for permanent disability and ₹10,000 for partial disability.

The notification draws a distinction between domicile and non-domicile CAPF personnel. While non-domiciles are entitled to ₹5 lakh upon death, J&K domiciles who die either within or outside the UT are eligible for a substantially higher relief of ₹25 lakh. Compensation for permanent and partial disability remains at ₹75,000 and ₹10,000, respectively.

For government employees outside the police force, the relief has been fixed at ₹1 lakh for death and ₹75,000 for permanent disability. Hospitalization-related injuries, both major and minor, carry compensation between ₹500 and ₹5,000 depending on severity and duration of hospitalization.

Civilians, individuals killed along the International Border/Line of Control, surrendered militants and former informers will receive a uniform ex-gratia of ₹1 lakh in case of death. Compensation for injuries mirrors the structure applied to other categories, with ₹75,000 for permanent disability and smaller amounts for varying degrees of injury.

For defence personnel belonging to Jammu and Kashmir, the ex-gratia is pegged at ₹5 lakh. The relief increases sharply to ₹25 lakh if the domicile dies within the territorial limits of J&K, while deaths outside the UT attract ₹5 lakh.

The administration has also formalised compensation for damage to immovable property caused by bomb blasts, sabotage or shelling from across the border. Relief has been capped at 50% of the loss or ₹1 lakh, with an upper ceiling extending to ₹10 lakh in cases involving combined loss to both movable and immovable property.

The order, issued on the directions of the Lieutenant Governor, seeks to bring uniformity, clarity and timely disbursal to compensation cases arising out of conflict or law-and-order situations across Jammu and Kashmir. (GNS)
