Ensuring Safe and Accessible Public Transport for Women and Girls

The recent announcement by CM Omar Abdullah during the new budget session to introduce free bus services for women marks a significant step toward promoting gender equality and empowering women through improved mobility. This initiative reflects a positive commitment to addressing the challenges faced by women in accessing safe and affordable public transport. However, while this measure is commendable, it is essential to recognize that more needs to be done to ensure that public transport is not only free but also safe and accessible for all women, including school and college-going girls.

Building on Previous Initiatives

It is worth acknowledging that reserved seats for women were first introduced during the government of Mehbooba Mufti. Her initiative laid the foundation for improving women’s access to public transportation, reducing financial burdens, and encouraging greater participation of women in the workforce and educational institutions. Omar Abdullah’s decision to expand on this foundation demonstrates a clear understanding of the importance of continued support for women’s mobility. However, providing free bus services alone does not address the broader issue of safety and comfort for women, particularly young girls who face unique challenges while using public transport.

Challenges Faced by Women in Public Transport

Public transportation often becomes a site of harassment and discomfort for women and girls. Overcrowding, lack of security, and mixed-gender seating arrangements can create an unsafe environment, discouraging many from using public transport altogether. Studies have shown that concerns over safety remain one of the primary reasons why women hesitate to use public transport, especially during early morning and late evening hours. To truly empower women and ensure their safety, there is a pressing need for separate bus services for women and young girls, particularly those attending schools and colleges.

The Need for Dedicated Buses for Women and Girls

Introducing separate buses for female passengers would create a safer and more comfortable environment, encouraging more women and girls to rely on public transport without fear of harassment or discomfort. Dedicated buses for school and college-going girls would also help maintain discipline and order, ensuring that young girls feel secure while traveling to and from educational institutions. Moreover, having female conductors and security personnel on these buses would further enhance the sense of safety and promote confidence among female passengers.

Strengthening Safety Measures

To make this initiative more effective, the government should consider expanding the frequency and reach of these buses, especially in rural and semi-urban areas where transportation options are limited. Installing CCTV cameras, panic buttons, and GPS tracking systems on these buses would further strengthen safety measures and help build trust among women commuters. Regular monitoring and feedback mechanisms should be introduced to ensure that the services are meeting the needs of women and that any issues are promptly addressed.

Expanding Access and Ensuring Comfort

While providing free bus services is a welcome step, ensuring adequate seating capacity and clean, well-maintained buses is equally important. The introduction of reserved seating for women should be strictly enforced, and measures should be taken to prevent overcrowding. Training programs for drivers and conductors on gender sensitivity and harassment prevention would also contribute to a more respectful and supportive environment for female passengers.

Conclusion

The decision to offer free bus services for women is a step in the right direction, but the government should go further by introducing separate buses for women and girls to ensure their safety and comfort. A well-planned and secure transportation system will not only empower women but also promote greater participation in education and the workforce, ultimately contributing to a more inclusive and equitable society. True empowerment lies not just in access but also in safety and dignity while traveling. Ensuring that public transport is both free and secure will create an environment where women and girls can move freely and confidently, fostering greater social and economic participation.
